THE IMPACT OF STATE LEVEL BROWNFIELDS PROGRAM PUBLIC PARTICIPATION MECHANISMS ON DISADVANTAGED COMMUNITY INVOLVEMENT IN DECISION-MAKING: A CASE COMPARISON

Impact/Purpose:

The overall goal of the project is to inform federal state and local decision makers about how specific public participation tools may be used to constructively enhance community involvement.

Description:

A recent EPA survey of state-level brownfields programs shows great variability among states in use of public participation tools such as public record and notice, public comment, hearing, meeting and citizen group grants. This study seeks to evaluate the impact of these tools on involvement of low-income and socio-economically disadvantaged communities in brownfields development decision-making. This study will examine BF programs in 6 states (TX, IL, NC, FL, PA, and MI), which employ a variety of public participation tools. In each state two case studies of brownfields projects in low income and socio-economically disadvantaged communities will be conducted.
