The report documents a pollution prevention workshop that explored the concenpt of surface-coating-free materials (SCFMs) and the potential impact of this type of amterial on volatile organic compound (VOC) and air toxic emissions from surface coating operations. he report summarizes the background and methodology used in planning the workshop, discussions that took place in the brainstorming sessions, and recommendations from the workshop. ncluded with the report are the technical papers presented as part of the workshop, he workshop consisted of two parts: echnical paper presentations and brainstorming sessions. echnical papers were presented by representatives and brainstorming sessions. echnical papers were presented by representatives of varied industries that currently use or are developing SCFMs. he aim of the small group brainstorming sessions was to discuss topics related to the use of SCFMs. ajor objective of these sessions was to identify and develop prevention research concepts and recommendations for consideration by EPA that could expand the use of SCFMs. NOTE: urface coating operations release about 15% of stationary area VOC emissions that occur not only during initial coating, but also each time that a surface is recoated. f products can be developed that do not need coating during either manufacture or use (SCFMs), VOC and air toxic emissions can be reduced significantly.)
