Description:

The Response Protocol Toolbox was released by USEPA to address the complex, multi-faceted challenges of a water utility's planning and response to the threat or act of intentional contamination of drinking water (1). The Toolbox contains guidance that may be adopted voluntarily, and is designed to be of value to drinking water utilities, laboratories, emergency responders, state drinking water programs, technical assistance providers, and public health and law enforcement officials. The Toolbox is divided into six modules, each of which discusses a different aspect of the response process. Modules 1-4, along with an overview document, were released in December 2003, and the remaining modules were released in April 2004.

The presentation will provide a brief overview and update of Toolbox status. It will primarily focus on the relationship between the Toolbox and other USEPA water security products in the areas of research (2) and technical support (3), which follow USEPA's "Action Plan" for water security (4). For example, there are principles and guidance for contamination threat management laid out in Module 2 of the Toolbox, that may apply to other water security management operations. Similarly, Module 4 of the Toolbox, an analytical guide, may be related to other aspects of emergency water sample analysis, such as laboratory capability and capacity.
