Barataria-Terrebonne National Estuary Program. BARATARIA-TERREBONNE NATIONAL ESTUARY PROGRAM IMPLEMENTATION REVIEW REPORT, 2001-2003. U.S. Environmental Protection Agency, Washington, D.C.

Description:

From January 2001 through December 2003, BTNEP made significant progress on implementation of its Comprehensive Conservation Management Plan (CCMP). Notable accomplishments during this period occurred in the areas of coordinated planning and implementation, ecological management, sustained recognition and citizen involvement, and economic growth. One of the key contributions of BTNEP to the Barataria-Terrebonne region and its residents is the provision of a coordinating body for multi-stakeholder involvement and creation of an Action Plan Team. Other areas of success include educational initiatives, stressing the ecological, economic, and cultural importance of the Barataria-Terrebonne region. BTNEP has also made progress in the areas which EPA determined needing further emphasis. These areas included priority setting and securing additional funding. BTNEP has established priority action plans and has made progress on identifying and procuring additional funding sources, outside of Section 320 funds. New challenges identified during this implementation review include the dynamics of estuarine ecosystems and coping with new environmental priorities which arise requiring immediate attention. BTNEP has chosen to focus its funding towards projects that will effect positive change in the approaches and success of restoration in the estuary. BTNEP will continue to obtain funding through business and industry sources as well as from local, state, and federal sources. The non-profit citizen's arm of BTNEP will serve as a source of funding for CCMP implementation activities. In addition, the geographic size and complexity of the Barataria-Terrebonne estuary remains a major challenge in implementing CCMP Action Plans.
