Impact/Purpose:
Our research objectives are to: (a) develop new methods using satellite remote sensor data for the rapid characterization of LC condition and change at regional to national scales; (b) evaluate the utility of the new NASA-EOS MODIS (Moderate Resolution Imaging Spectrometer) leaf area index (LAI) measurements for regional scale application with landscape process models (e.g., biogenic emissions and atmospheric deposition); (c) provide remote sensor derived measurement data to advance the development of the next generation of distributed landscape process-based models to provide a predictive modeling capability for important ecosystem processes (e.g., nutrients, sedimentation, pathogens, etc.); and (d) integrate in situ monitoring measurement networks with UAV and satellite based remote sensor data to provide a continuous environmental monitoring capability.
Description:
The characterization of land-cover (LC) type, extent, and distribution represent important landscape characterization element required for monitoring ecosystem conditions and for primary data input to biogenic emission and atmospheric deposition models. Current spectral-based characterization and change detection techniques tend to be performance limited in biologically complex ecosystems owing to vegetation phenology induced errors. A primary objective of this research is to develop advanced LC classification and change detection methods to provide better quality landscape characterization products for priority EPA applications.
Currently ecosystem modeling applications are limited by their accuracy, spatial resolution, and predictive capability. Because ecosystems are inherently complex and driven by dynamic processes that are often location specific, dynamic spatially-explicit models coupled to remote sensor derived measurement data are needed to enhance EPA's future modeling capabilities. This research will first include the evaluation of the NASA Earth Observing System (EOS) land products to support priority EPA ecosystem modeling efforts. This research will be a collaborative effort with the EPA modeling community to develop the next generation of remote sensor driven multi-media landscape-based process models for EPA assessment and regulation.
To keep pace with the expanding scope and complexity of EPA's mission the Agency must take advantage of rapidly maturing information technologies (IT) capabilities to significantly expand our monitoring data acquisition capabilities. This research adopts and integrates advanced technologies developed by the Department of Defense (DOD), National Aeronautics and Space Administration (NASA), and the private sector. EPA is collaborating with NASA to develop terrestrial, coastal ocean, and surface-troposphere flux unmanned aerial vehicle (UAV) missions. These missions will combine advanced multi-sensor packages with the extended duration UAV platform capabilities to provide the Agency with a next generation environmental monitoring capability. The ultimate goal is to provide EPA staff with a new data rich environment to significantly increase productivity and enhance the scientific knowledge base to support environmental decision making.

Progress :Reference Database DevelopmentThe basic approach in the Neuse River Basin (NRB) was to first develop a "Virtual Field Reference Database (VFRDB)". For research involving MODIS NDVI and LAI products we have expanded the research area to the Albemarle-Pamlico Basin (APB) and established several long-term intensive measurement sites for the validation of LC change products and process model land products. Three major elements contributed to the implementation of field efforts. These included the development of: (1) the sampling frame design; (2) field sampling protocols; and (3) quality control (QC) and associated standard operation procedures (SOPs).
Remote Sensing Data Collections
New data acquisitions have been made on a seasonal basis using Landsat 7 Enhanced Thematic Mapper Plus (ETM+) and weekly collections of MODIS NDVI and LAI data. On May 15, 2002 and August 18, 2004, we successfully collected NASA/ER-2 AVIRIS data, water quality samples, field radiometry and aerosol optical depth measurements over the entire Neuse Estuary and Pamlico Sound to support the EPA/NASA sponsored methods development research and Region 4 demonstration study. The overall objective is to demonstrate our ability to measure water quality parameters from hyperspectral imagery in Case II waters. In addition to the demonstration goals, the EPA, NOAA, and a number of cooperating universities will conduct research to evaluate the potential application of advanced remote sensor technologies to measure indicators of estuarine health and condition that are currently under development across numerous estuarine systems for national application under a STAR-Eagle Cooperative Agreement.
Landscape Characterization
Satellite data classifications were performed using a hybrid approach that combined supervised, unsupervised, and rule-based classification techniques. The final classification used to support N modeling included forests (deciduous, evergreen, and mixed), agricultural land (fallow, hay and pasture, corn, cotton, soybeans, and tobacco), herbaceous vegetation (natural and maintained grasses), barren land (i.e., non-vegetated), wetlands (herbaceous and woody), open water, and urban. Urban areas were defined based on percentage of impervious surfaces corresponding to: 1) low (10-35% impervious), 2) medium (36-70% impervious, and 3) high ($71% impervious). Cover types were mapped at a nominal landscape "stand" size of 0.4 ha for the general watershed areas, while locations adjacent to streams (riparian buffer zones) were mapped at 0.1 ha.
Remote Measurement of Estuarine Condition
The phytoplankton pigment analysis has been completed for the 2002 AVIRIS data collection for the Neuse River Estuary and Pamlico Sound on May 15, 2002. AVIRIS data were atmospherically corrected and analyzed using band ratios and fourth order derivative spectra analysis. Chlorophyll-a estimates were optimized by utilizing 10 nm bands at 675 nm (absorption) and 692 nm (baseline), resulting in a regression coefficient of R2 = 0.98. This ratio performed significantly better than the standard SeaWifs Case II water algorithm (R2 = 0.62). Concentrations of the dinoflagellate accessory pigment peridinin were estimated using a fourth order derivative absorption feature at 480 nm resulting in correlation of R2 = 0.80. An ongoing dinoflagellate bloom was mapped to document fine scale spatial distribution and concentration gradients present in the Neuse River Estuary.
