OPPT workplan assessments for medium and long chain chlorinated paraffins

Impact/Purpose:

EPA anticipates issuing draft risk assessments for public review and comment as they are completed. At the conclusion of the review process, if an assessment of specific uses indicates significant risk, EPA will evaluate and pursue appropriate risk reduction actions, as warranted. If an assessment indicates no significant risk, EPA will conclude its current work on assessment of those specified targeted uses of that chemical. Over time, additional chemicals will be added to the work plan as more data are developed and more chemicals screened.

Description:

MCCPs (C14 – C17) and the C18-20 LCCPs are liquid mixtures of chlorinated alkanes. Short chain chlorinated paraffins (SCCPs, C10-C13) have been the focus of coordinated global action (including by US EPA as an action plan chemical), and MCCPs and LCCPs are alternatives to SCCPs for many applications. In the United States, these substances are typically used in oils and metal working fluids to impart stability during high temperature/pressure operations; in plastics/ rubber (PVC) compounding, paints, coatings, adhesives, and sealants as plasticizers and flame retardants. Other assessments have generally found these chemicals to be highly persistent, and some of the congeners are expected to be highly bioaccumulative. MCCPs and LCCPs have been found in all types of environmental media far from their sources, as well as observed in indoor air and house dust, food, fish, human breast milk, and cow’s milk. The assessment will focus on MCCPs (C14-C17) and certain LCCPs (C18-C20) that have received the most international regulatory attention. Based on the screening assessments regarding persistence and bioaccumulation, this assessment will consider PBT aspects of MCCPs and LCCPs, primarily focusing on releases to the environment from the processing and use from metal working fluids and plastics/rubber (PVC) compounding.
