INTEGRATED ENVIRONMENTAL STRATEGIES HANDBOOK

Impact/Purpose:

EPAs International Capacity Building Branchs Integrated Environmental Strategies program has assisted key developing countries since 1998 to identify, analyze and quantify the benefits of integrated clean energy technologies and policies. Due to resource limitations, EPA will, most likely, be limited to providing direct technical assistance to the large GHG emitters or to those countries able to secure funds from organizations such as the AID mission office or other outside donor group. In the meantime, this means that other countries that could benefit from using the IES methodology/approach to examine and prioritize options based on multiple benefits, are unable to because there is a lack of guidance on how to do the analysis. In an attempt to overcome this problem, the IES staff has developed a handbook to capture the analytic elements and components of the program and hopes to make it widely available through either a handbook or a virtual handbook on the world wide web. The IES handbook will introduce the value to policymakers in taking a multiple benefits approach, fully describe each of the steps of the IES program, identify the methods and means (e.g., tools, models, etc) that have been used by several of the countries and includes case study materials that illustrate how different countries tackled the analytical issues and challenges. With the preparation of the IES handbook, we hope to capture the process sufficiently to enable focused policymakers and researchers to pursue an IES agenda with relative ease.

Description:

Chapter 1: Introduction, Background, Roadmap: History and motivation behind IES, historical background, where the program is going, roadmap (brief paragraphs explaining content of each chapter and possibly the audience sector who will benefit from reading the chapter). Chapter 2: The Process: An overview of the steps of the process, including flow charts, but with basic information. Will give reader a basic sense of what is involved in an IES study and what kinds of analyses need to be done. This would be a good chapter for a decisionmaker to read. Chapter 3: Scoping/Team Building/Planning Chapter 4: Energy/Emissions Analyses and Modeling Chapter 5: Air Quality Analysis and Modeling Chapter 6: Health Analysis Chapter 7: Valuation and Ranking Chapter 8: Policy Recommendations/Results Dissemination/Outreach/Next Steps. Chapter 9: Lessons Learned Appendices. (A) Bibliography, (B) Glossary and Acronyms, (C) IES Process Tools, (D) Analytical Resources, (E) Funding Tools and Resources, (F) IES Case Studies
