Impact/Purpose:
Title 40 of the Code of Federal Regulations, 40 CFR Part 258 (herein referred to as §258) includes standards for the design, operation, closure, post-closure care (PCC), monitoring and other requirements for municipal solid waste landfills (MSWLFs or Subtitle D landfills) under the authority of Subtitle D of the Resource Conservation and Recovery Act (RCRA). These regulations require the owner or operator of each MSWLF unit to conduct PCC for 30 years unless an extended or reduced period is demonstrated to be necessary or sufficient, respectively, to protect Human Health and the Environment (HHE).
Description:
The analyses provided in this report are intended to be relevant to state environmental agencies, MSWLF owners/operators, community decision-makers, and other stakeholders interested in understanding approaches for assessing the HHE impacts of modification or termination of MSWLF PCC.
