Impact/Purpose:

The Site Characterization and Monitoring Technical Support Center (SCMTSC)’s primary goal is to provide technical assistance to U.S. Environmental Protection Agency (EPA) regional programs on complex hazardous waste site characterization issues. This annual report illustrates the range and extent of projects that SCMTSC supported in fiscal year (FY) 2017. Our principal audiences are site project managers, regional management, the Regional Forums, and States through their EPA Regional contacts. This report is also intended for our clients, including the Office of Land and Emergency Management (OLEM) and Office of Research and Development (ORD), to show that their generous financial and intellectual investment is an important component in cleaning up sites and protecting our communities. The goal of this report is to demonstrate our capabilities and accomplishments so that project managers and technical support staff will continue to look to SCMTSC as a valuable resource for solving complex hazardous site investigation and cleanup issues.

Description:

The EPA Office of Research and Development's Site Characterization and Monitoring Technical Support Center (SCMTSC) provides contaminated sites program staff with the most up-to-date science and information to help solve complex issues at their sites. SCMTSC offers a suite of technical and statistical services, including: • Assisting with statistical needs for site characterization. • Reviewing field sampling and monitoring and contaminant measurement activities, including: -soil-gas measurements -site characterization technologies (e.g., field portable X-ray fluorescence [XRF]) -contaminant fingerprinting -geophysics • Evaluating reports, models and work plans related to field sampling and measurement • Developing issue papers and providing up-to-date information • Performing non-routine analytical services • Assessing vapor intrusion issues • Performing environmental forensics • Providing reliable and accurate information on innovative site characterization and remediation technologies (usually in conjunction with the ETSC) • Evaluating remote sensing technologies The FY17 SCMTSC Annual Report provides specific details and examples of technical support supplied to the Regions and Program Offices during the 2017 fiscal year.
