The U.S. Environmental Protection Agency (EPA) has established a contracting network of Emergency Response Cleanup Services (ERCS) contractors to support the Superfund removal program. The ERCS contracts are used to procure services necessary to respond to hazardous substance releases or threats of releases, including releases at "known" hazardous substance sites. The purpose of this users manual is to establish a standard set of operating and management procedures to assist EPA Headquarters and Regional personnel, and personnel from other Federal agencies authorized to use the ERCS contracts using the contracts efficiently and effectively. |
