Abstract The purpose of the Technical Assistance Document is to assist States and local communities in establishing, providing, maintaining, and updating certain emergency response procedures that may become necessary if a partial or total loss of public water supply service occurs. The development and integration of these emergency response procedures into a workable plan constitutes the Contingency Planning Process. The Wellhead Protection Program was developed primarily to protect the ground waters that supply wells and wellfields that contribute drinking water to public water supply systems. The periodic occurrence of natural disasters, chemical contamination, physical disruptions, and civil disorders all threaten the supply and distribution network of public drinking water supplies to some degree.
