Abstract |
This guidance describes how and when to use the MOVES2010 emissions model for state implementation plan (SIP) development, transportation conformity determinations, and other purposes. EPA will be publishing a Federal Register notice of availability in the near future to approve MOVES2010 for official purposes. Upon publication of the Federal Register notice, MOVES2010 will become EPA's approved motor vehicle emissions factor model for estimating volatile organic compounds (VOCs), nitrogen oxides (NOx), carbon monoxide (CO), direct particulate matter (PM10 and PM2.5) and other precursors from cars, trucks, buses, and motorcycles by state and local agencies for SIP and transportation conformity purposes outside of California. EPA intends to include in the notice a two-year grace period for using MOVES2010 for transportation conformity purposes. EPA coordinated closely with the U.S. Department of Transportation (DOT) in the development of this guidance. |
