Abstract The 5-acre People's Natural Gas site is a former coal gasification plant in Dubuque County, Iowa. The city of Dubuque maintains a public works garage on the eastern portion of the site, and the Iowa Department of Transportation owns the western portion. In addition, the site overlies a silty sand unit and an alluvial aquifer, which has been determined to be a potential source of drinking water. In 1986, EPA investigations identified extensive contamination of onsite soil and ground water at the site. The Record of Decision (ROD) addresses both soil and ground water contamination, as a final remedy. The primary contaminants of concern affecting the soil and ground water are VOCs including benzene, toluene, and xylenes; and other organics including PAHs. The selected remedial action for the site includes excavating and incinerating an estimated 18,500 cubic yards of contaminated soil offsite; treating the soil and ground water within the silty sand unit, which are contaminated with coal tar wastes using in-situ bioremediation; pumping and onsite treatment of contaminated ground water using air stripping.
