Abstract The SDWA amendments emphasize comprehensive public health protection through regulatory improvements, increased funding, prevention programs, and public participation. The amendments improve the existing regulatory framework in two important ways. First, a new focus on risk-based priority-setting means that EPA will decide which contaminants to regulate based on data about the adverse health effects of the contaminant, its occurrence in public water systems, and the projected risk reduction. Second, states now have greater flexibility to implement the Act responsibly to meet their specific needs.
