Abstract The set of guidelines is based on Federal and State regulations that set standards to protect the total environment. Although major highway construction is under stringent regulation, pioneer type access roads such as are needed by loggers, miners, land developers, etc., have been neglected. These smaller roads frequently pose serious erosion hazards because planning, design, and construction of them is not thorough, as it is for major roads; this results in erosion, fire, and insect traps, and generally unattractive roadways. Suggestions and recommendations contained in these guidelines are for the use of operators with limited engineering and planning staffs. Although all examples of poor practices are from the vicinity of Fairbanks, all suggested treatments are taken from the literature from the conterminous United States with some modifications for subarctic conditions.
