Abstract |
Several environmental problems may occur as a result of the transport of air pollutants over long distances. For example, air emissions from a source located in one political jurisdiction may be impeding progress towards attaining the National Ambient Air Quality Standards (NAAQS) in a different political jurisdiction. Similarly, a proposed new source may cause deterioration in air quality at a remote, pristine area far removed from the source. From a regulatory perspective, these types of problems must be addressed by first quantifying the air quality impacts of existing or proposed sources and then determining the appropriate level of emission control that is needed to mitigate those impacts. One approach for performing these types of assessments entails applying an air quality dispersion model to determine the source-receptor relationships associated with long range transport. The document presents a protocol for applying one such model, the MESOPUFF II dispersion model, to long range transport problems within a regulatory framework. |
