Abstract The guidance describes the procedures developed by the Office of Air Quality Planning and Standards (OAQPS) to estimate the effectiveness of existing regulatory programs to achieve emissions control for stationary sources. One approach is the detailed study protocol developed by the Environmental Protection Agency (EPA) Stationary Source Compliance Division (SSCD) involving on-site inspection and testing on a single source category by source category basis. The second approach, developed by the Air Quality Management Division (AQMD), involves answering generic questionnaries using available file information for specific sources and extrapolating the results to other sources in the same source categories. The third option is to use the 80 percent default for estimating RE. The results of these approaches are to be used to estimate RE for the base year emission inventories being prepared in response to the 1990 CAAA calls for ozone and CO SIP's.
