Abstract |
Social and political feasibility and the constraints associated with implementation and operation of control systems is explored. The need for sound analysis of technical and economic feasibility is not negated, but the necessity of the consideration of nontechnical factors is emphasized. Some nontechnical constraints to project implementation and operation are identified including: social choice, feasibility, performance failures and low visibility, communication failures, planning and implementation failures, crisis and crash programming, and low skill and financial supports. These constraints are discussed in terms of their potential effects and possible remedies. (Author) |
