Abstract The directive transmits the OSWER policy on management of post-removal site control for Fund-financed removal activities and communicating decisions to States on the use of institutional controls. It provides procedures to ensure that, when necessary and to the extent practicable, provision for post-removal site control at both National Priorities List (NPL) and non-NPL sites is made prior to initiation of a Fund-financed removal action. Procedures are also provided for communicating decisions to States on the use of institutional controls when waste is left on-site following a removal action.
