Abstract Section 313 of the Emergency Planning and Community Right-to-Know Act (also known as Title III) of the Superfund Amendments and Reauthorization Act (SARA) of 1986 (Public Law 99-499) requires EPA to establish an inventory of toxic chemical emissions from certain facilities. Facilities subject to the reporting requirement are required to complete a Toxic Chemical Release Form (Form R) for specified chemicals. The form had to be submitted to EPA and those state officials designated by the governor, on or before July 1, 1988, and annually thereafter on July 1. The purpose of the reporting requirement is to inform the public and government officials about routine and accidental releases of toxic chemicals to the environment. It will also assist in research and the development of regulations, guidelines, and standards.
