||The document, presented in four volumes, is intended to assist Regional and State personnel in exercising the discretion conferred by regulation in developing requirements for the conduct of RCRA Facility Investigations pursuant to 40 CFR 264. Instruction is provided for the development and performance of an investigation based on determinations made by the regulatory agency as expressed in the schedule of a permit or in an enforcement order issued under HSWA Section 3008(h).
