Abstract |
The U.S. Environmental Protection Agency promulgated effluent limitations and standards for the copper forming industry in August 1983. This report provides analysis of the economic impacts of pollution control costs for the industry. The economic impacts are measured in terms of price changes, production changes, plant closures, employment effects and balance-of-trade effects. To assess these impacts, plant-specific compliance costs and financial data for a representative sample of copper formers were used. The methodology included analysis of the industry structure and performance, prices, demand and supply of copper products, capital availability, and plant closures. The results were extrapolated to include all copper forming plants that discharge wastewater. No plant closures or job losses are projected as a result of the compliance costs for this regulation. Changes in price would be very small because of the demand and supply elasticities for copper forming products. No measurable balance of trade effect is expected. |
