Abstract The background document provides the Agency's rationale and technical support for selecting the constituents regulated in K028, K029, K095, and K096 non-wastewaters and K028 wastewaters and for developing treatment standards for these constituents. The document also provides waste characterization data that serve as a basis for determining whether a variance from treatment standards may be warranted for a particular type of K028, K029, K095, or K096 waste that is more difficult to treat than the wastes that were analyzed in developing the treatment standards for K028, K029, K095, and K096 non-wastewaters and K028 wastewaters.
