Abstract There is a growing trend in the states to adopt requirements for environmental impact statements like those in the National Environmental Policy Act of 1969. Fifteen states and Puerto Rico now require impact statements for a wide range of activities significantly affecting the quality of the environment, and several others apply the process to limited classes of projects. At least twenty other states have such requirements under consideration. The state requirements are summarized and compared to each other and to the national act. Some key issues are discussed: contents of the impact statement, applicability to private projects and local governments, relation to land use regulation, enforcement, and citizen participation.
