Abstract |
The document presents information on the derivation of proposed standards of performance for new and modified primary copper, zinc, and lead smelters. The report describes the various extraction processes available for copper, zinc, and lead, the various systems available for controlling emissions of sulfur oxides and particulate matter from these processes, the economic impact of the proposed standards, the environmental and energy-consumption effects associated with the various processes and control systems, and the general rationale for the proposed standards. The standards developed require control at levels typical of best demonstrated existing technology. These levels were determined by extensive on-site investigations; consideration of process design factors, maintenance practices, available test data, and characteristics of plant emissions; comprehensive literature examination; and consultations with the National Air Pollution Control Techniques Advisory Committee, members of the academic community, and industry. |
