Abstract |
The U.S. Environmental Protection Agency (referred to as EPA or the Agency) is developing regulations under Section 112 of the Clean Air Act (CAA) or the Act for industrial, commercial, and institutional (ICI) boilers and process heaters. These combustion devices are used in the production processes of numerous industries in the U.S. The hazardous air pollutants (HAPs) are generated by the combustion of fossil fuels and biomass in boilers and process heaters. The primary HAPs emitted by ICI boilers and process heaters include arsenic, beryllium, cadmium, lead, hydrochloric acid, mercury, and other HAPs. In addition, ICI boilers and process heaters also emit non-HAP pollutants such as sulfur dioxide and particulate matter. To inform this rulemaking, the Innovative Strategies and Economics Group (ISEG) of EPAs Office of Air Quality Planning and Standards (OAQPS) has developed an economic impact analysis (EIA) to estimate the potential social costs of the regulation. This report presents the results of this analysis in which a market model was used to analyze the impacts of the air pollution rule on society. |
