Abstract The Shenandoah Stables (SS) site is located in a rural area near Moscow Mills, Lincoln County, Missouri, within the upper floodplain of Crooked Creek. The property includes an enclosed arena and horse stables building, a number of single family residences, a livestock operation, and other small businesses on approximately 5- to 10-acre land parcels around the facility. In 1971, the area inside the arena was sprayed with approximately 1,500 gallons of dioxin-contaminated waste oil for dust control purposes. Subsequently, a number of adverse effects were noted in horses, other animals, and in humans. The ROD addresses the final remedy for the site, the removal of 3,471 cubic yards of contaminated materials currently stored onsite in 2,660 separate containers. The primary contaminant of concern affecting the soil and debris is dioxin.
