Abstract |
The purpose of this guidance is to describe how to quantify and use reductions in nitrogen oxides (NOx) that result when trucks are outfitted with two specific SmartWay fuel efficient technologies: low rolling resistance tires and trailer aerodynamic kits. This guidance describes how to apply these NOx reductions in state implementation plans (SIPs) and in transportation conformity determinations. Therefore, this guidance could be of interest primarily to ozone and particulate matter (PM2.5 and PM10) nonattainment and maintenance areas that are considering additional ways to reduce NOx for reasonable further progress (RFP) SIPs, attainment demonstrations, or maintenance plans, or in transportation conformity determinations. EPAs intent in producing this guidance is to facilitate the adoption of SmartWay projects as a cost-effective way to achieve needed NOx emission reductions while ensuring that these projects meet SIP and conformity requirements. |
