||The 30-acre Wayne Waste Oil site is a former oil reclamation operation and municipal landfill in Columbia City, Indiana. The site overlies a contaminated unconsolidated surficial aquifer. From 1953 to 1970, part of the site was operated as a municipal landfill. From 1975 to 1982, waste oil reclamation activities, which included the storage and handling of hazardous wastes were conducted onsite. From 1979 to 1980, an estimated 250,000 gallons of hazardous waste were illegally dumped onsite and allowed to percolate into the soil. In addition the current landfill cap is not adequate to prevent exposure of buried landfill material. Site investigations by potentially responsible parties under a Consent Order from 1988 to 1989, characterized the location and extent of remaining contaminated media, and quantified the chemical contaminants at the site. The primary contaminants of concern affecting the soil, debris, and ground water are VOCs including benzene, PCE, TCE, toluene, and xylenes; other organics including PAHs and phenols; and metals including arsenic, chromium, and lead.
