Abstract The 200-acre Sand, Gravel and Stone site is a former sand and gravel quarry three miles west of the town of Elkton, in Cecil County, Maryland, along a tributary to Mill Creek. Surface water in Mill Creek eventually flows to the Elk River and the Chesapeake Bay. Beginning in 1969, hazardous materials were disposed of onsite. In 1974, a pool of chemical waste burned in a onsite fire. The site has been separated into three operable units (OU). The ROD focuses on OU2, the threat posed by soil and ground water contamination migrating from the eastern portion of the site, including remediation of ground water contamination in the lower aquifers if needed. A future ROD will address OU3. The primary contaminants of concern affecting the ground water are VOCs, including benzene and toluene; and metals.
