||The 83-acre Modern Sanitation Landfill site is an active landfill in the Townships of Windsor and Lower Windsor, York County, Pennsylvania. Land use in the area is predominantly agricultural and residential, with nearby woodland areas. The site includes an old, inactive, unlined 66-acre landfill area, which is the subject of the Record of Decision (ROD), and an adjacent active 17-acre double-lined landfill area to the north. Industrial waste disposed of onsite includes inorganic production residues, pesticide waste sludge, PCB wastes, and oil and paint waste. In 1981, the State detected onsite ground water contamination by VOCs on the western site border, and in 1983. The selected remedial action for the site includes completing the low permeability cap and final cover system over the 66-acre unlined landfill; expanding the existing ground water extraction system on both the eastern and western sides of the site; maintaining the onsite wastewater treatment facility that treats extracted ground water with physical/chemical and biological treatment, followed by filtration and air stripping.
