Abstract |
Assessment of a uniform secondary-treatment policy indicates that general application of the policy for treatment of municipal wastes can result in highly inefficient use of funds for water quality improvement, and can result in large investments in treatment facilities without corresponding increases in water quality. A review of the procedure for establishing desirable water quality levels in Wisconsin leads to the conclusion that there are substantial opportunities for strengthening and improving the process to achieve more effective public participation and thus arrive at decisions that reflect more accurately the wishes of society.
