Abstract The New York City metropolitan area (New York City, Nassau, Suffolk, Westchester, and Rockland Counties) must implement air quality improvement strategies which, by 1987, will enable it to achieve national ambient air quality standards for carbon monoxide and ozone. One of these strategies is a heavy duty gasoline truck (HDGT) exhaust inspection and maintenance (I/M) program. The primary object of this project is to quantify and assess the costs and benefits associated with embarking on an I/M program for HDGTs. The cost-benefit analysis considers the economic effects on the trucking industry, inspection stations and the general public. The data used for the cost-benefit analysis is extended to provide the basis for cost-effectiveness comparisons. This enables policy makers to view and HDGT I/M program in relation to other air quality improvement strategies.
