Abstract In 2000, the U.S. Environmental Protection Agency (EPA) and its Chesapeake Bay Program partners (Bay partners) agreed to improve the water quality of the Chesapeake Bay and its tidal tributaries. They sought to improve the water quality to the level needed to support aquatic life and to have the Bay removed from EPA's impaired waters list by 2010. If the Bay partners do not achieve their nutrient reduction goals by 2010, EPA plans to establish a total maximum daily load (TMDL) for the watershed.
