It was incorporated by reference in the regulations for the Prevention of Significant Deterioration of Air Quality in June of 1978. The purpose of the guideline is to promote consistency in the use of modeling within the air management process. Consistency is a primary goal of the 1977 Clean Air Act (CAA) amendments. The guideline provides model users with a common basis for estimating pollutant concentrations, assessing control strategies and specifying emission limits. The Environmental Protection Agency (EPA) proposed changes to the Guideline on Air Quality Models and solicited comments on the changes at public hearings in Washington, D.C.; Chicago, Illinois; and Seattle, Washington in Octover 1980. Proceedings of these hearings were transcribed verbatim and a 30-day comment period following the hearings allowed additional comments to be sent to the Agency. The purpose of this document is to summarize those comments and to present an EPA response to the major issues"--V. 1, p.
