Abstract The U.S. Environmental Protection Agency (EPA) is developing a maximum achievable control technology (MACT) standard to reduce hazardous air pollutants (HAPs) from the coatings manufacturing and chemical manufacturing source categories. EPA estimates that 370 facilities produce miscellaneous organic NESHAP (MON) products, including 207 that produce MON organic chemicals using batch processes, 140 that produce MON chemicals using continuous processes, and 127 that produce MON coatings. Of the 370 facilities, 64 use both batch and continuous processes to produce organic chemicals; 15 produce both coatings and continuousprocess MON chemicals; 12 produce both coatings and batch-process organic chemicals; and two produce coatings, batch-process chemicals, and continuous-process chemicals. To support EPA's development of the MACT standards, hereafter referred to as the Miscellaneous Organic NESHAP or MON, EPA's Innovative Strategies and Economic Group (ISEG) has conducted an economic impact analysis (EIA) to assess the potential costs of the rule. This report documents the methods and results of this EIA.
