||The report gives results of the first 3 years of study to determine environmentally sound methods for disposing of wastes from nonregenerable flue gas desulfurization systems. Untreated and treated wastes from seven different scrubbers at eastern and western plants, using lime, limestone, or double-alkali absorbents, were characterized. Concentrations of salts and trace elements are related to potential environmental pollution for both treated and untreated wastes. Physical properties (e.g., bulk density, compression strength, permeability, and viscosity) are given. Disposal of untreated wastes in impermeable impoundments appears to be environmentally viable; however, the ability to reclaim the land has not been determined. Chemically treated sludges placed in landfills have been shown to be structurally adequate; in addition, reduction of leachate intrusion into the subsoil is achieved by the reduction of solubility, permeability, and surface water. Cost estimates for chemical treatment/disposal equate to $2 to $3 per ton of eastern coal burned: lined pond disposal costs are estimated at about 75% of chemical treatment/disposal costs.
