Abstract The U.S. Environmental Protection Agency conducted a four-year study to determine the feasibility of using fly ash and coal mine refuse as a road base in a parking lot. The lot was divided into three areas each receiving the same surface treatment but wit different ratios of fly ash to refuse. Area 1 was composed of 75-percent coal mine refuse and 25-percent fly ash; Area 2 was composed of the same material as Area 1 with the addition of 5 percent by weight of lime; and. Area 3 consisted solely of coal mine refuse. All areas were periodically monitored and with the exception of Area 3 were found to be environmentally acceptable. Physical structural characteristics of the road base material indicated that these waste products can be successfully used as a base or subbase road material when properly compacted and/or stabilized.
