Abstract The Amendments to the Safe Drinking Water Act (SDWA), which were passed in June 1986, established the first nationwide program to protect ground-water resources used for public water supplies from a wide range of potential threats. The SDWA seeks to accomplish the goal by the establishment of State Wellhead Protection (WHP) Programs which 'protect wellhead areas within their jurisdiction from contaminants which may have any adverse effect on the health of persons.' One of the major elements of WHP is the determination of zones within which contaminant source assessment and management will be addressed. These zones, denoted as Wellhead Protection Areas (WHPA's), are defined in the SDWA as 'the surface and subsurface area surrounding a water well or wellfield, supplying a public water system, through which contaminants are reasonably likely to move toward and reach such water well or wellfield.' Hence, the law establishes the concept of protecting some of the recharge areas to these points of public drinking water withdrawal. The States are given flexibility in determining appropriate operational approaches to WHPA delineation. The Environmental Protection Agency (EPA), in addition, is required by the SDWA to release technical guidance on the hydrogeologic aspects of this task.
