Abstract The evaluation of waterways development projects, and ultimately the selection of a project for action, is usually based upon anticipated benefits that accrue as a result of the development. The identification and assignment of dollar values to a secondary benefits is, at best, extremely difficult and vague. The interrelationships among both primary and secondary benefits are not well known. Available data on secondary benefits are scarce as are mathematical models that permit examination of the effect of such benefits on the project selection decision. The report includes a review of current and recently completed research in the area of secondary benefits related to waterways development, evaluation of the results of related and appropriate research, identification of promising areas of research, and an annotated bibliography of appropriate reference sources. The most critical is to develop data systems for watersheds. After an organized data base is available, studies of the relationships of all pertinent factors within a watershed should be made.
