Abstract The goal of this document is to provide combined ground-and-surface water delineation approaches to assist states in determining the areas that should be assessed, in order to identify those areas that need heightened management of contaminant sources to help protect CRUSs. The first part of this document presents protection-area boundary delineation approaches and methods. The second part of this document (to be published separately) presents case studies demonstrating the development of SWPAs, extended SWPAs and SWPA segments for the protection of CRUSs in the Nanticoke-Blackwater River Basins in Maryland and Delaware.
