Abstract The challenges facing small public water systems (PWSs) (systems serving 10,000 people or fewer) were a major focus of the 1996 Amendments to the Safe Drinking Water Act (SDWA). One way Congress sought to help systems meet these challenges was by explicitly allowing systems to install point-of-use (POU) and point-of-entry (POE) treatment devices to achieve compliance with some of the maximum contaminant levels (MCLs) established in the National Primary Drinking Water Regulations (NPDWRs) (Section 1412(b)(4)(E)(ii) of SDWA). POU and POE treatment devices rely on many of the same treatment technologies that have been used in central treatment plants. However, while central treatment plants treat all water distributed to consumers to the same level, POU and POE treatment devices are designed to treat only a portion of the total flow.
