Abstract This digest is compiled to provide general information to the public as well as to Federal, State, and local officials. It contains excerpts from the individual Federal-State water quality standards establishing pollutant specific criteria for interstate surface waters. The water quality standards program is implemented by the U.S. Environmental Protection Agency where responsibility for providing water quality recommendations, approving State-adopted standards for interstate waters, evaluating adherence to the standards, and overseeing enforcement of standards compliance, has been mandated by Congress.
