Abstract A large number of confined animal feeding operations (primarily feedlots and dairies) are currently operating in Idaho. Their numbers, locations, the type and number of their treatment facilities, and the extent to which they cause water quality degradation have not previously been well documented. The EPA is required to regulate discharges from concentrated animal feeding operations by the Clean Water Act, P. L. 95-217, and regulations developed pursuant to the Act. A number of the larger feedlots and dairies were previously regulated by the EPA under the National Pollutant Discharge Elimination System (NPDES) program in the mid and late 1970s. A series of EPA aerial surveys has provided a variety of site-specific information on confined animals operations along the Snake River drainages where feedlots and dairies are most concentrated. The information gathered by the study should be useful to regulatory personnel and planners at both the state and federal levels.
