U.S.-Canadian cooperation regarding Great Lakes pollution problems has developed within a special geographical, economic, legal and political context. Information is given on the framework, institutions, and history. This section is followed by an informative discussion on some aspects of the U.S.-Canadian experience. The author suggests that this experience demonstrates that international environmental cooperation can yield useful dividends at relatively low costs and with limited political risks. |
