Abstract The research project was designed to provide a set of analytical tools for water resource planners and decision-makers to assist them in measuring and evaluating the market and non-market benefits and costs of water resource systems. The techniques are designed to be sufficiently flexible to analyze all types of water development and management policies. The report describes: (1) the techniques developed to measure the economic, environmental, and social impacts of water policy alternatives, and (2) the application of these techniques to a test case of three existing reservoirs to determine the method's efficacy. The analyses are conducted in three major areas: economic, environmental, and social. (Modified author abstract)
