Abstract In 1987 Congress amended the Clean Water Act to establish a phased approach for issuing National Pollutant Discharge Elimination System permits for storm water discharges. Phase I of the storm water program addresses storm water discharges from industrial and municipal separate storm sewer systems serving populations greater than 100,000. Phase II of the program will address other sources of polluted storm water. This report presents the results of the study to identify potential sources for consideration in a Phase II program and a discussion of the nature and extent of pollutants in their discharges. It also contains recommendations for how to control Phase II storm water sources.
