| Abstract |
NPDES permit is the mechanism for insuring that effluent limits are met, that necessary technology is applied, and that all requirements of the 1972 law for controlling discharges and complying with water quality standards are met on schedule. Under the 1972 law, it is illegal to discharge any pollutant into the Nation's waters without an NPDES permit. A permit is not a license to pollute. On the contrary, a permit regulates what may be discharged, and how much. It sets specific limits on the effluent from each source. It commits the discharger to comply with all applicable provisions of the 1972 law. If the discharger cannot comply immediately, the permit sets firm targets. |
