The U.S. Environmental Protection Agency (EPA) published the regulation entitled 'National Volatile Organic Compound Emission Standards for Architectural Coatings' (Federal Register, Vol. 63, No. 176, pages 48848-48887) on September 111, 1998 under authority of Section 183(e) of the Clean Air Act.
