Abstract The problems of climate change and air pollution share many common sources, notably through the combustion of fossil fuels. These shared sources suggest that emissions reduction strategies can be pursued to address both problems simultaneously. In this study, we develop a framework that accounts for these synergies in developing a comprehensive plan for the 'co-control' of greenhouse gases (GHGs) and urban air pollutants. This project was conducted at the Instituto Nacional de Ecologia (National Institute of Ecology), in coordination with other institutions that form the Comision Ambiental Metropolitana (CAM, Metropolitan Environmental Commission) - the Secretaria de Medio Ambiente del Distrito Federal (Secretariat of the Environment of the Federal District) and the Secretaria de Ecologia del Gobierno del Estado de Mexico (Secretariat of Ecology of the Government of the State of Mexico). The project was funded by the Integrated Environmental Strategies program of the US Environmental Protection Agency and the U.S. National Renewable Energy Laboratory. The objective of this project is to build capacity in Mexico, particularly in the government, for addressing the problems of urban air pollution in Mexico City and global climate change in an integrated way.
